The Labour Affairs Bureau, a public department of the Macao Special Administrative Region, is responsible for assisting in formulating and implementing policies concerning labour, employment, occupational safety and health, and vocational training. Since its inception in 1984 by Decree-law No. 42/84/M of May 12, the Bureau has been restructured by Decree-law No. 40/89/M of June 19, 1989, Decree-law No. 52/98/M of November 9, 1998, Administrative Regulation No. 24/2004 of July 26, 2004, and Administrative Regulation No. 12/2016 of May 23, 2016 in response to the socioeconomic development and the needs of citizens.

- To promote analyses and research on the social environment for labour, employment, occupational safety and health, and vocational training, so as to formulate measures for the labour policy based on the guiding principles of the social economic policy of the Macao SAR;
- To coordinate the activities launched to implement the labour policy, and endeavour to promote employment and vocational training;
- To endeavour to develop labour relations, based on a permanent dialogue between the government and the related social partners;
- To assure and follow up the execution of administrative or legislative measures regarding labour relations and working conditions;
- To promote and organize activities to enhance awareness on occupational safety and health, so as to eliminate or effectively control the occurrence of risks affecting the safety and health of workers, and implement suitable measures in that field;
- To promote exchange and cooperation in the area of labour within public and private entities, or outside the Macao SAR;
- To promote and implement the provisions of the international labour conventions applicable to the Macao SAR.
